[vos-d] Debian packages

Hello,

I am currently in the process of becoming a Debian Maintainer. One of
the tasks to complete the process is the packaging of a piece of
software. Since I would like to see VOS and ter'angreal becoming part of
Debian, I would like to do the packaging on that software. 

IIRC there were already packages out there earlier which I could use as
a starting point. I will probably need some assistance in getting
dependencies right.
