I think you need to also set an environment variable to the installation
location of libtool, but you will have to check the documentation. When
I was developing on Solaris I had to set up autoconf/automake/libtool to
run out of my home directory as well, so I know this setup can work.

It would help, except that right now my time is severly limited so I
don't know when I would actually be able to do it.
